All the watches/warnings have been posted and there will be more to come. Heavy rain is expected in the next 24-48 hours and with the already saturated ground from the past 30 days the water will have no where to go.

Upwards of 3″ of rain has been predicted by some models along with breezy conditions Monday night into Tuesday morning. The red shades in the image show the predicted 3″ swath of rain. This will be a long duration event with some lulls in the action and of course the exact track of the low will have impact on specific location rainfall.

There is light at the end of the tunnel however as sunny and warm conditions will return towards the end of the week. Easter weekend could be some of the nicest weather we have seen in months!!

BRANFORD POLICE ANNOUNCE THIRD CITIZENS’ POLICE ACADEMY

Thursday, March 25th, 2010 11:50am UTC

The Branford Police Department will be holding its third citizen’s police academy from April 20, 2010 to June 29, 2010.

The Citizens’ Police Academy will consist of selected Branford citizens who are interested in learning how the police department operates and the policing challenges the department faces. The selected participants will commit to at least two hours, one night per week, for ten weeks to learn different facets of the department as well as one additional four hour ride along. Graduates of the course will not be police officers or vigilantes, but rather, they will be better informed citizens with a vastly improved insight into law enforcement and the Branford Police Department. The police academy concept is designed to build community support and confidence, bridge mutual understanding, and to let the community know that the police department is a function of town government that exists to serve the public in a vast number of ways and means.

Instructors are officers and personnel from the department who speak on their area of expertise as well as guest speakers. Subjects will include, History of Policing, Constitutional and Criminal Law, Accident Investigation, Forensics & Crime Scene Processing, CompStat and Crime Analysis, Special Units in the Department, Use of Force, Patrol Procedures and a Ride-Along Program.

“The Citizens’ Police Academy has been very successful for our community and our agency.” said Chief John DeCarlo, “It gets back to the basic policing principle that the ‘Police are the public, and the public are the police.’”

Participants must be 18 years of age or older. They must be residents of the Town of Branford, business owners in town, or otherwise have a vested interest in the town. Applications can be picked up at the Branford police department and must be submitted by Tuesday, April 13, 2010.

BRANFORD POLICE CAUTION ELDERLY ABOUT SCAM POSING AS U.S. CUSTOMS OFFICIAL

Thursday, March 11th, 2010 3:19pm UTC

The Branford Police Department wants to make its senior citizen community aware of a scam where the caller identifies himself as a “U.S. Customs Official”.

The elderly woman’s neighbor made the report to police after she learned that her neighbor received a call from a man who identified himself as Alex Johnson. Johnson told the elderly woman he was from U.S. Customs and that the woman had won a lottery. He directed the woman make a $2,300 Western Union transfer to him so that she could collect her lottery winnings. Johnson further instructed the woman, “Not to tell anyone what she was doing and if asked when making the withdrawal of cash to say it was for tuition.”

Detective Lieutenant William Carroll said that this was the second incident that the elderly woman had been contacted. When the first incident occurred, the caller said he was from the Internal Revenue Service (IRS). Carroll said the caller’s number (647-377-7467) is registered as a Bell Mobility Wireless cell phone in Toronto Ontario, Canada. Carroll also said that the woman sustained no loss of money.

Chief John DeCarlo said that he is concerned for the senior citizen community. “These offenders continually try to prey on our seniors as they see them as someone who can easily be victimized.” said the Chief. “We have partnered with banking professionals and our Senior Citizen Center staff to establish the TRIAD program. The program is designed educate our seniors about these types of crimes and scams.”

Victims of these types of crimes should contact their local police.

Expect some wet snow tomorrow which should not interfere with the morning commute but use caution there could be slippery spots. We may get up to 3 inches on grassy surfaces but the high sun angle should keep the road surfaces just wet. The rest of the week will be seasonable and right now the weekend looks to be decent with sunny sky’s and semi mild temps!

BRANFORD POLICE ARREST MAN ON ARMED ROBBERY CHARGES

Branford Police officers responded to a complaint of a man robbed at knife point just after midnight on Sunday morning. The victim told police that he was walking home, carrying an XBOX in a canvass bag from a friend’s house in East Haven. When he was near Brothers Harley Davidson on West Main Street he was approached by a black male on a bicycle. The black male displayed a knife and told the victim to give him the bag or he would “poke him”. The victim surrendered the bag and the suspect fled, heading west on West Main Street. The victim was able to flag down a motorist to call 911.

The suspect, later identified as Christian O. Isaac (DOB 1/10/1990) of 343 Poplar St., New Haven, was spotted a short time later by Officer Richard Kenney on West Main Street riding a bicycle. Isaac continued to flee from P.O. Kenney on the bike and traveled off the road toward 150 West Main Street. Isaac then struck a retaining wall and toppled off the wall with the bicycle which broke into pieces.  The knife and XBOX were recovered by P.O. Kenney by the base of the wall however Isaac fled on foot into the Lake Saltonstall property and officers were unable to immediately locate him.

As police surrounded the property waiting for a police K-9 to arrive, Officers Lue Sobieraj and Rashaad Roach heard movement in the immediate area and were later able to capture and take Isaac into custody.

As a result of falling off the retaining wall, Isaac injured his arm and was transported to a hospital for treatment.

Chief John DeCarlo credits the swift capture of Isaac to the hard proactive work of the officers. “P.O. Kenney was working an extra, grant funded detail to reduce drunken drivers in the West Main Street area. Because he was in the area, he along with the other officers was able to capture this dangerous person.” DeCarlo said.

Christian Isaac was charged with Robbery First Degree, Larceny Fifth Degree, Criminal Trespass Third Degree and Interfering with an Officer.  Isaac is held on a $75000 bond.
